    Based on recommendation from the Competition Committee, and unanimous concurrence by the ERCU Board of Directors, these are the proposed changes to the ERCU Rulebook to be in effect beginning with the 2022 ERCU Racing Season. Please vote yes or no to each proposed change.
     
    Also, based on the recommendation of the Competition Committee, the rulebook will be re-organized and numbered, in a manner that allows for better quick reference, and addresses specific divisions and classes.

    Please complete the yes-no answers to the proposed rule changes below. Thank you for your participation in ERCU, and for sharing your voice in the way the club is run. Your feedback is important.
    BOAT REGISTRATION RULES

    ISSUE: The current Boat Registration rules allow each member a total of four registrations. This rule dates to when we had a single division and two classes each. Today we have two divisions encompassing five classes. The proposal is to change this rule to read as follows:

    PROPOSED CHANGE: Approve recommended boat registration rule change to: “Members are allowed a total number of boat registrations equaling two times the number of classes of hull registrations across all divisions at any one time and not to exceed three registrations in any one class. Registration can be made at any time by mail or in person to the club’s registrar/treasurer.”

    ISSUE: Inactive registrations and freeing up the books. The 2020 Rule revision deleted requirement deleted any activity requirements on registered boats. The proposal is to add the following to the Boat Registration rules:
     
    PROPOSED CHANGE: Approve recommended boat registration rule change to: “A boat registration shall be defined as inactive when: (a) the boat has earned no season points in two consecutive racing seasons. A one-time purchase of one additional year of registration may be purchased by payment of $30 to the club’s registrar/treasurer.”

    POWER & DRIVE TRAIN RULES:

    ISSUE: The Competition Committee recommends adopting NAMBA standards for capacity. Eliminate the “C” Rating. List Skid Fin Rules per class. Provision rules per class category not by addendum. For motors, strike “no modification” clause, insert max KV rating of 2000kv with a max of 2100 kv breakout threshold; Any propeller may be used up to a maximum diameter of two inches. Suggest a method of accurate kv testing be researched and adopted.
     
    PREVIOUSLY APPROVED CHANGE: The “no modification” clause was left in the 2021 rulebook by error after the motor rule was changed to the NAMBA P-Limited rule. It will be eliminated (per the approval vote of members last winter) from the 2022 rulebook. No vote is needed this year.

    PROPOSED CHANGE: Approve recommended motor rule: Limit motors to a max Kv rating of 2000kv with a top breakout threshold of 2100kv and instruct the Competition Committee & Board of Directors to identify and adopt an accurate method of Kv testing in the field. (1/10-scale division)

    PROPOSED CHANGE: Approve recommended propeller rule: “Any propeller may be used up to a maximum diameter of two inches (50.8mm).” (1/10-scale division)

    PROPOSED CHANGE: Approve recommended battery rule to eliminate the “C” rating limitation.

    PROPOSED CHANGE: Approve recommended skid fin rule to create specific sections to list skid fin rules per class, even if the rules are repeated or cross class lines.

    RACING RULES

    ISSUE: The Competition Committee recommends permanent adoption of the 1 minute 30 second audio countdown clock to be used to start each heat after boats for the heat draw are on, or ready to be put on the water. One-lap penalty for any boats off plane or stopping after the 30 second mark. No boat may cut the course after the clock strikes 5 seconds; after the 5 second mark any boat that crosses the starting line before the clock is at zero has not started and must round the full course to make a start. Each driver must have a NAMBA member spotter. Strike driver can stop heat, leave referee may stop heat for any reason, including by request of a racing driver. Strike all penalty provisions for striking parts left on racecourse, leave in place striking dead boat penalties.
    PROPOSED CHANGE: Approve recommended permanent adoption of 1 minute 30 second audio countdown clock to start each heat after boats are on the water or ready to be put on the water.

    PROPOSED CHANGE: Approve recommended one-lap penalty for any boats off plane or stopping after the 30-second mark.

    PROPOSED CHANGE: Approve recommended adoption of: “No boat may cut the course after the clock strikes five seconds.”

    PROPOSED CHANGE: Approve recommended adoption of: “After the five second mark, any boat that crosses the starting line before the clock is at zero has not started and must round the full course to make a start.”

    PROPOSED CHANGE: Approve recommended adoption of: “Each driver must have a NAMBA member spotter.”

    PROPOSED CHANGE: Approve recommended removal of: “Driver can stop heat.” Maintain “Referee may stop heat for any reason, including by request of a racing driver.”

    PROPOSED CHANGE: Approve recommended removal of all penalty provisions for striking parts on racecourse and maintain all striking dead boat penalties.

    CONSOLATION & FINAL HEAT RULES
    PROPOSED CHANGE: Approve recommended change: “To participate in a consolation heat or final heat, it is a prerequisite that a boat score points in a preliminary heat.”

    DRIVING RULES
    PROPOSED CHANGE: Approve recommended removal of severity from driving infractions. The referee already has the discretion to issue a warning, lap penalty or disqualification based on the driving infraction.
