Based on recommendation from the Competition Committee, and unanimous concurrence by the ERCU Board of Directors, these are the proposed changes to the ERCU Rulebook to be in effect beginning with the 2023 ERCU Racing Season. Please vote yes or no to each proposed change.
Please complete the yes-no answers to the proposed rule changes below. Thank you for your participation in ERCU, and for sharing your voice in the way the club is run. Your feedback is important.
SEASON HIGH POINTS
CURRENT RULE:
Secton M. IV: All sanctioned races count toward season points. Season high points trophies for boats and drivers shall be awarded based on top 10 finishes of the racing season.
The ERCU Board of Directors, with input from the members, has decided unanimously to conduct a 12 race season in 2023. The board recognizes that the rulebook currently states the top 10 races count for scoring and no change to that has been proposed for 2023.

ROOKIE RULES:
CURRENT RULE:
Section V. I: A driver is considered a rookie for an entire racing season if, prior to the first sanctioned ERCU competition of the racing season, the driver has accumulated less than 2,500 career points in sanctioned 1/10 scale electric competition.
PROPOSED CHANGE:
A driver is considered a rookie for an entire racing season if, prior to the first sanctioned ERCU competition of the racing season, the driver has accumulated less than 2,500 career points in sanctioned ERCU competition. This shall apply for both 1/10 and 1/7 scale.

ROOKIE RULES:
CURRENT RULE:
Section V. III, A, B & C:
A. Rookie drivers, once qualified remain qualified for the remainder of the season in which they qualified.
B. Rookie drivers must start from the trailer position until they accumulate 1,200 career points within the class at ERCU.
C. If a rookie driver is an experienced driver in other clubs, or in ERCU but new to a certain class, that rookie must start from the trailer position for two consecutive heats.
PROPOSED REPLACEMENT FOR SECTION V. III:
A. Prior to their first competition, a new ERCU rookie driver shall operate his/her boat in a controlled and consistent manner for five laps, successfully complete the Appendix B drivers test and secure approval from the Contest Director to participate.
B. Rookie drivers must start from the trailer position until they accumulate 1,200 career points in ERCU competition.
C. If a driver is an experienced driver in other clubs and has competed in a minimum five sanctioned races within the same racing class in other clubs, the ERCU rookie rules shall not apply. It shall be up to the driver as outlined above to provide proof of the five sanctioned races they have competed outside of ERCU.
This rule proposal was submitted to the Board and Competition Committee by a member. The Competition Committee recommended that the proposal be scratched and did NOT recommend the proposal be adopted. The board unanimously ratified the Competition Committee's recommendation, so no action is requested from the membership.
VISITING DRIVER DEFINITION:
CURRENT RULE:
E. Club Membership
E. III reads: Only registered club members will be allowed to register boats and to drive boats at club events.
F. IV reads: Visitors or members of another club shall have a current NAMBA membership.
a. Duplicate boats could be allowed for one race only, after which time the newest registrant would have to resolve the issue by making necessary changes to his boat to eliminate the duplicity.
b. If duplicate boats attend the same race, they will be placed in different heats up to the final where all qualified boats would be able to run
PROPOSED REPLACEMENT FOR VISITOR DRIVER DEFINITION BE INCLUDED IN SECTION E. CLUB MEMBERSHIP:

a. Visiting drivers from another club may attend and compete at one ERCU race. A visiting driver is required to pay the race entry fee as shown in E.4.B
b. Racing at a second event within the same racing season would require all club membership, boat registration forms and race day entry fees to be completed and paid before the second race begins.

1/7 SCALE MODERN PROPELLER DEFINITION
CURRENT RULE:
Allows only Grapuner K series 57L, 2 blade and CNC 5514r 2 blade
A proposal was submitted by a member to change to any propeller may be used up to a maximum diameter of 2.75 inches or 69.85mm. Two blade and three blade props may be used. This proposal was not accepted by the Competition Committee, but the committed did make an alternate recommendation (below).
COMPETITION COMMITTEE RECOMMENDATION (BOARD RATIFIED):
Graupner K Series 57L and CNC 5514R, 2 blade propellers are legal for all 1/7 scale classes. Classic and modern classes may also utilize the Graupner K series 63L and CNC 5714R 2 blade propellers as legal options.

BOAT COUNT FOR OFFICIAL HEAT
Submitted by a member: Rule D III was ignored or not followed in 1/10 and 1/7 scale most of the 2022 season. If it's not going to be followed, should it be removed?
CURRENT RULE:
D III: Classic and modern boats will run together in the same class at all races until such a time that there are consistently enough boats in each class to be able to have two sections for each class (minimum six) to justify running split classes for an event.
COMPETITION COMMITTEE RECOMMENDATION (BOARD RATIFIED):
Change the rule to a minimum of
three
boats each.

INSPECTIONS
CURRENT RULE:
I III: All boats shall have a scale/technical inspection at the time they are first registered with ERCU. Boats shall be subject to a scale/technical inspection after any major reconstruction or repair. At the discretion of the technical inspector any boat can be subject to a technical inspection at any time during an ERCU sanctioned regatta. At the discretion of the technical inspector a technical inspection, including motor removal, of the first three finishers of any ERCU regatta may be conducted.
A proposal was submitted by a member to change the rule to mandate inspection of all boats before its first race every year. This proposal was not accepted by the Competition Committee, but recommended the posture of the ERCU Board of Directors to encourage and facilitate more random inspections during the race season. No action is requested from members on this issue.
MOTOR KV TESTING AND RULE ENFORCEMENT ADDED
A question was submitted by a member regarding the process of testing motors and where it should be added to the rule book. The member suggested the following:
The top three finishers of final heat and any consolation heats may be subject to rule enforcement inspection to ensure compliance.
But how, when and why will this be employed?
Who will or can be inspected?
Who will do the inspecting?
The equipment to be used is specified in 7.I.b
The procedure to be followed is outlined in 7.I.c
Motor tested and found illegal, what is the repercussion? 1st offense? 2nd offense?
The Competition Committee recommends the rule proposal be set aside until such a time as calibration testing can be performed on an alternate method of testing to 7.I.b and 7.I.c. Brian Buaas, Mike Hughes and Craig Mullen will conduct calibration testing and will report results to Competition Committee. Results and recommendation will then be forwarded to the ERCU board of directors. Changes can be made, temporarily, in the form of a Competition Directive during the course of the racing season. The Competition Committee is authorized to implement Competition Directives at any time during the season
. All Competition Directives will become permanent rule change considerations during the immediately following offseason.
PROPOSED CHANGE:
The Competition Committee (board ratified) recommends the adoption of the NAMBA 1/8 scale motor rule for the 1/7 scale class.
